PROCEDURE IN THE TRANSPORT SECTOR

1. Approval in the road sector

  • Make a request to the General Secretariat of Transport and Communication Routes for :

    • Transport license ;

    • Roadworthiness certificate.

  • Submit an application for approval to the Minister of Transport and Communication Routes with a copy to the Secretariat General of Transport and Communication Routes and the Manager of Land Transport to obtain :

Approval

File related to the said application must contain the following :

  • Notarized charters ;

  • National Identification Number ;

  • Number in the Registry of Trade and Property Credit (RCCM) ;

  • Guarantee instrument ;

  • Police Insurance ;

  • Curriculum Vitae of the Managing Partner ;

  • Membership of various structures such as the INSS, the INPP, the FEC and the COPEMECO ;

  • Organizational chart of the applicant firm.

- Cost of public road transport Approval : US $ 1000.

The survey followed up in situ by the investor.

2. Approval in the rail sector

  • Send a request to the Secretariat General of Transport and Communication Routes to obtain :

    • Transport license ;

    • Roadworthiness certificate.

  • Submit an application for approval to the Minister of Transport and Communication Routes with a copy to the Secretariat General of Transport and Communication Routes and to the Manager of Land Transport.

The application requires the creation of a file with the following :

  • Notarized charters ;

  • National Identification Number ;

  • Number in the Registry of Trade and Property Credit (RCCM) ;

  • Guarantee instrument ;

  • Police Insurance ;

  • Curriculum Vitae of the Managing Partner ;

  • Membership of various structures such as the INSS, the INPP, the FEC and the COPEMECO ;

  • Organizational chart of the applicant firm.

- Approval cost of public rail transport : US $ 1000. The follow-up of survey in situ by the investor.

3. Conditions for obtaining operating license in the maritime sector.

  • Have construction permit, sine qua non for any vessel made in the DRC ;

  • For the boat purchased abroad :

    • Certificate of radiation (the country of origin) ;

    • Sea letter ;

After investigation (and approval), the following documents are issued :

  • Certificate of Seaworthiness ;

  • Calibration certificate ;

  • Certificate of registration.

4. Conditions for obtaining operating licenses in aeronautics.

  • Issue a license application letter to the Minister of Transport and Communication Routes ; copy to the General Manager of the Civil Aviation Authority (AAC) for license application :

    • Get AAC expertise for evaluating the legal, financial and technical guarantees (payable by the investor) ;

    • Payment to the Treasury after AAC approval backed by the elements of the first investigation conducted ;

    • Comes next the granting of the operating license.

- Cost of license : $ 5,000 renewable after 5 years of operation.

  • Airline certificate

  • Application submitted to the Civil Aviation Authority ;

The issuance conditioned by having the valid operating license.

- Cost : $ 2000, renewable annually.
